Lt.Gen. Surender Verma

Former Director General

Ordnace Services, Govt. India.


           Lt. General Surender Verma hails from Dehradun where he studied in St. Joseph’s Acadamy, before joining the National Defence Academy at the young age of 15. He topped in almost all his professional courses and was selected to undergo a course in advanced Technology on Ammunition and Explosives at United Kingdom.


He is a Graduate of Defence Services Staff College and later obtained Masters degree from Madras University in Defence Management. He has also undergone a senior Management Course at Secunderabad.


During the service the General Officer held various challenging command and staff appointments. He took part in 1962 and 1971 operations. He had been an instructor in College of Materials Management, Jabalpur and College of Combat, Mhow.


The General rose to the highest rank of Lt. Gen. and held the appointment of Director General Ordnance Services for three years till he retired on 1 April 1996 after completing 39 years of service. For his long and distinguished service he was awarded Param Vishist Sewa Medal, by the President of India.

           International Expert in Govt Procurement. Handled projects from International Trade Centre & World Bank. Presented a paper and participated in Workshop on Transparency in Public Procurement in Geneva conducted by Commonwealth Secretariat. Senior Import Procurement Advisor in Zambia from International Trade Centre, Geneva for approximately 2 years. Drafted detailed Procurement Guidelines for Govt. of Zambia. Handled several assignments on Procurement Policy and Review, including drafting of Manuals for a number of State Govts. In India. Served as Director General of Supplies & Disposals, Govt. of India for 5 years, Was Minister (Supply) Indian High Commission, U.K. for 3 years. Served as Joint Secretary, Ministry of Defence for 3 years.

Shri S.N. Swaroop

Former O.S.D. (Training), Deptt. of Personnel & Administrative Reforms, Min. of Home Affairs, New Delhi
           He is an expert in the field of training and dealt with Training Needs Identification, designing training programmes, developing training pedagogy and Evaluation thereof.  He also possesses experience in planning, implementation, monitoring and evaluation of number of programmes/projects funded by international donars viz. UNDP, British Council (DFID), World Bank & French Govt. in the field of Public Administration and Management.  He is expert in the field of international development technical co-operation among developing countries (TCDC) projects, programmes and was responsible for mobilizing resources for training and exchange visits etc.  He authored books on Co-operation in Administrative Training among Developed Countries and a reference book entitled “Supreme Audit Institutions in Different Countries”.


Shri I.S. Garg

Former Additional Director General (DGS&D), Deptt. of Commerce, Govt. of India.

           Shri I.S. Garg did Bachelor of Engineering (Mechanical) from HBTI, Kanpur in 1970.   He joined Directorate General of Supplies & Disposals in 1972 through All India Engineering Services Examination conducted by UPSC in 1970.  During his career, he worked at different positions as procurement officer and acquired treasure of rich and matchless experience of over 38 years in public procurement of wide variety of goods (indigenous as well as imported) in almost all sectors, which include techno-commercial cum legal aspects in various diversified activities such as bidding, negotiations, contracting and management of post contract affairs.He also worked for Min of Defence (MGO branch) as Contract Purchase Officer, and Min of Health (DGHS) as Procurement Advisor to assist procurement for different National Health Programmes and Hospitals. He had extensive training on World Bank contracts conducted by various authorities including WHO at Turin, Italy.  He has been associated in framing public procurement policies, rules and regulations and has extensive exposure of related National and International laws, including INCOTERMS and World Bank contracts.

Maj.Gen. V.K. Sareen, (Retd)

           Maj Gen. V.K. Sareen is an alumnus of National Defence Academy and was commissioned in Army Ordnance Corps in 1962. During his entire service he has been actively involved in Inventory, ammunition and logistics appointments at various levels in operational areas in J&K, and Northeast.He attended Long Defence management Course at College of Defence Management, Hyderabad and Technical staff course (M.Tech) at Institute of Armament Technology, Pune. Thereafter he utilized his expertise in the development of Armaments and Ammunition with Defence Research Development Organization at Proof & Experimental establishment, Balasore.


A self motivated officer he went beyond army expectations and  qualified to be Chartered Financial Analyst with ICFAI Hyderabad and consequently  was selected to be the Director, Army Group Insurance where he was instrumental in launching welfare schemes for the troops and ex- servicemen.


He did Masters Business Administration from Madurai University and Masters Materials Management from Jabalpur University. He is also a diploma holder in Materials Management from Institute of Materials Management, Mumbai.


He was HOD in Senior Officers Wing at College of Materials Management Jabalpur.  He was on deputation for 3 years to Nigerian Army Lagos to train their officers in operational logistics .Maj. Gen V.K. Sareen served as Member Army in the Surplus Stores Disposal Committee and later as Major General  was in charge of Army's materials and logistics in UP, Bihar, MP, Orissa, Jharkhand and Uttarkhand.


His qualifications and wide experience in Inventory, Materials, supply management was recognised by Cabinet Appointments Committee and was selected to be Chairman and Managing Director of Public Sector Indian Drugs and Pharmaceuticals Ltd for five years.  His distinguished services to the army were well acknowledged by an award of prestigious Vishisht Seva Medal by Rashtrapatiji.


He is actively associated with ICFAI Society involved in Higher Education which is running 11 universities and five business schools of repute.  Presently, he is Chancellor of ICFAI University Baddi and ICFAI University Jharkhand Ranchi.

Brig. N.K. Arora, (Retd) 


Ex-Brigadier, Indian Army


           Brig. N.K. Arora is Masters in Military Science and Management Studies.  He specialized in Logistics Support, Materials, Inventory, Warehousing, Financial and HR Management.  In the Indian Army he was responsible for administration and welfare of soldiers, civilian employees and their families, Inventory Management of nearly 77000 range from forecasting to provisioning, procurement, receipt, warehousing, maintenance all India distribution and finally disposal.  He was also responsible for budget estimates and financial reviews, provided logistic support to the Indian Army.  He was the first person to lead an inventory holding establishment to a war theatre overseas.  Implemented TQM (Total Quality Management) and Quality Circles in an inventory holding establishment that was certified ISO 9002.

Shri. R N Ghosh 


Former Addl. Director General

           Shri. R N Ghosh got his engineering degree from Indian Institute of Technology, Kharagpur.  He is a Procurement Specialist.  He belong to Indian Supply Service of Govt. of India and was Additional Director General (Supplies & Disposals) in Ministry of Commerce.


In between, he also served as Director of Purchase in India Supply Mission, Washington DC for five years.

During the service he attended various trainings programmes on Management Techniques including a seven weeks’ Foreign Training in Switzerland and USA organized by UNDP and ILO.


He handled and supervised procurement activities of various Government Organizations in India and abroad including procurement with Public Fund, World Bank Fund, Asian Development Bank Fund etc.  During such activities he also interacted with the World Bank officers at New Delhi and Washington DC.


He has been actively associated with various prestigious committees of Govt. of India for Revision of Procurement Norms, bringing Transparency in the Procurement System, Restructuring and Updating the General Financial Rules of Govt. of India etc.


Under the instructions of Ministry of Finance, Govt. of India, he drafted and formulated the Manual on Generic Policies and Procedures of Procurement of Goods with Public Fund.  The Purchase Manual evolved by him and approved by  Ministry of Finance is also available on Finance Ministry’s website.


He has been conducting Training Programmes and handling Consultancy Assignments in India and abroad on various facets of Procurements Management with Public Fund, World Bank Fund etc.

Dr.Y.R. Singh

Hony Secretary

M.A. (Econ), Ph.D., F.I. Mech. E.(I), FICA

           Dr. Y.R. Singh is a Chartered Engineer and have Ph.D. in Economics. He served BHEL in Human Resources Division for 10 years and later on joined PHD Chamber of Commerce and Industry, New Delhi as Deputy Secretary. From PHD Chamber, he shifted to All India Manufacturers Organization and worked as Secretary for about 7 years. In 1990, he took over as Executive Director of Alkali Manufacturers Association of India. He has got vide experience of problems of the industry and have attended several international conferences. He visited a number of countries and led industrial delegations. He also represented Chlor Alkali Industry at International Conferences, including United Nations environmental programme in Stockholm, Sweden. He represented FICCI in international power conference in London. He presented number of programmes relating to industry on Doordarshan for about 10 years and have been a regular talker on All India Radio for last 30 years. He has been a visiting faculty member for a number of Institutions.
